SACRAMENTO Ã ± Gov. Arnold Schwarzenegger has shocked education groups by not only breaking a deal that would give schools more money this year, but also proposing to weaken the Proposition 98 school-funding guarantee in the future.

A year ago, the newly elected governor was surrounded by beaming school officials as he announced a breakthrough agreement to save $2 billion by trimming the growth of school funding.

At a briefing by administration officials this week, however, the school groups were told that the budget the governor will propose Monday does not give schools $2.2 billion that they say was part of the deal because of increased revenue received by the state.
